THEORIES OF MASS CORRUPTION ?
Several explanations have been proposed to explain the disappearance of the pupils. The popular belief is that the disappearance occurred after the minority welfare department started to digitise all of its records beginning in 2015-16, and that the digitalisation of data exposed the vast corruption that used to take place under the cover of the scholarship system.
Bogus madrassas, fake students, and stolen public funds!
After the records were computerized, the students' information had to be posted to the internet. In Udham Singh Nagar, 73,460 pupils declined the scholarship, while 28,621 and 9,593 students declined in Dehradun and Nainital, respectively. In addition, the government has made arrangements for pupils who do not have an Aadhaar number. These students are also eligible for scholarships, but they must first obtain verification from the District Magistrate. But how can you be sure when they aren't even students? For years, public funds were being syphoned off under false names.
Surprisingly, not a single Muslim student applied for the scholarship in any of Uttarakhand's 13 districts. The most looting was taking place in the districts of Haridwar, Udham Singh Nagar, Dehradun, and Nainital. Listen to this: in certain areas, the entire number of Muslim students receiving scholarships is not even equal to the overall population of such districts. More children than the district's population? Is such a thing even possible?
Loot of government money ?
In Uttar Pradesh, there is a lot more going on. There is also thievery of government funds there, and intelligence services have warned that radical education is being taught to youngsters in numerous madrasas. In response to such turmoil, Chief Minister Yogi Ji has mandated the registration of all madrasas. Many madrasas operate throughout the state without being registered, and no one knows where the money comes from.
CONCLUSION
There is no official oversight of what is taught in these madrasas. Such students, on the other hand, continue to be eligible for all minority welfare advantages. The government of Uttar Pradesh spends roughly Rs 4000 crores each year on the state's 800 madrasas. However, rather than reaching out to actual students, a big portion of money ends up in the pockets of bogus pupils.
